How might we understand this latter understanding of Beit Shammai's view? What does Chanukah have anything to do with Sukkot? The story is told that Judah the Maccabee commanded 6,000 soldiers to fight against the oppressive regime of Antiochus and his Syrian-Greek Empire.
Thirteen bulls were sacrificed on the first day of Sukkot, twelve on the second, and so on, one less each succeeding day. But according to Beit Shammai, the lights correspond to the parei ha-chag, the bull-offerings sacrificed on Sukkot. Hence, we start with one, then two, then, three. According to Beit Hillel, maalin b'kodesh v'ein moridin - we go up in holiness, we do not go down. But an alternative explanation is offered. On one view, the dispute is whether the lights correspond to the days that remain (Beit Shammai) or the days that have passed (Beit Hillel). The Gemara records a dispute as to their respective rationales. Beit Hillel says that we light in increasing order: one the first night, two the second, and so on-which is how we pasken l'halacha. Beit Shammai says that we light in decreasing order: eight lights the first night, seven the second, and so on.
